Gas Cost Recovery Factor Update

In August 2016, the Gas Cost Recovery (GCR) rate changed from $0.344 per hundred cubic feet (Ccf) to $0.351 per Ccf. This change was implemented on a bills rendered basis beginning the first billing cycle in August 2016.
We evaluate the GCR factor every month to reflect the cost we expect to pay our suppliers. Once actual gas supply costs are booked, any cost adjustments over or under are made to the GCR factor — an ongoing "true-up" process resulting in no profit to us. By law, the GCR factor is passed on to customers without any profit or markup. Customers pay what we pay for natural gas. The Michigan Public Service Commission reviews and approves the price we charge for gas.

Note: This is not a request to reduce usage at the EUT customer’s facility (Delivery Point).

The below notice was issued to all EUT suppliers on the DTE Gas system.

VOLUNTARY REQUEST FOR REDUCTION IN FLOWING SUPPLY (NOMINATIONS)

The DTE Gas system is currently experiencing Critical Conditions Operations (CCO). This request for voluntary decrease in gas deliveries is a step prior to implementation of an Operational Flow Order (Per Section C3.2 of the DTE Gas Rate Book). DTE Gas system operating conditions are such that DTE Gas is requesting its End-Use Transportation customers, either at the supplier pool nomination, or at the individual customer nomination, to voluntarily deliver no more than 30% of their MDQ effective for the period Saturday, May 30, 2020 (Gas Day 30) through Monday, June 1, 2020 (Gas Day 1). Failure to do so may result in an issuance of an Operational Flow Order (OFO).

We very much appreciate your assistance and support during this critical period. DTE Gas requests that gas suppliers proactively watch for updated Operational Notices on DTE’s eNominator System, Gas Noms Webpage, and direct emails during this critical period.

DTE requests that EUT gas Customers and their suppliers proactively watch for updated operational notices via direct email or phone calls during this critical period. VOLUNTARY REQUEST FOR REDUCTION IN FLOWING SUPPLY (NOMINATIONS)

The DTE Gas system is currently experiencing Critical Conditions Operations (CCO). This request for voluntary decrease in gas deliveries is a step prior to implementation of an Operational Flow Order (Per Section C3.2 of the DTE Gas Rate Book). DTE Gas system operating conditions are such that DTE Gas is requesting its End-Use Transportation customers, either at the supplier pool nomination, or at the individual customer nomination, to voluntarily deliver no more than 30% of their MDQ effective for the period Saturday, May 23, 2020 (Gas Day 23) through Tuesday, May 26, 2020 (Gas Day 26). Failure to do so may result in an issuance of an Operational Flow Order (OFO).

DTE Gas requests that gas suppliers proactively watch for updated Operational Notices on DTE’s eNominator System, Gas Noms Webpage, and direct emails during this critical period.

UPDATED: VOLUNTARY REQUEST FOR REDUCTION IN FLOWING SUPPLY STARTING (May 20, 2020)

Due to the COVID-19 Stay Home, Stay Safe executive order, this project will be extended. Currently, maintenance is expected to go through July, with normal operations expected to be restored by July 31, 2020.

IT STORAGE INJECTION RESTRICTION (May 15, 2020)

Due to system operation limitations, beginning Gas Day 15, Timely Cycle, DTE Gas is restricting interruptible storage injections and interruptible balancing injections to 0 and will not be authorizing overruns until further notice. DTE Gas will notify customers as soon as the restriction can be lifted.

VOLUNTARY REQUEST FOR REDUCTION IN FLOWING SUPPLY (May 15, 2020)


The DTE Gas system is currently experiencing Critical Conditions Operations (CCO). This request for voluntary decrease in gas deliveries is a step prior to implementation of an Operational Flow Order (Per Section C3.2 of the DTE Gas Rate Book). DTE Gas system operating conditions are such that DTE Gas is requesting its End-Use Transportation customers to voluntarily deliver no more than 22% of their MDQ effective for the period Saturday, May 16, 2020 (Gas Day 16) through Monday, May 18, 2020 (Gas Day 18). Failure to do so may result in an issuance of an Operational Flow Order (OFO).

EUT LOAD BALANCING STORAGE TRANSFERS – JUNE 2020 (May 15, 2020)

The deadline for EUT Load Balancing Storage Transfer Requests has been extended. EUT load balancing storage transfer requests for June 2020 business will be accepted until 5 p.m. on May 20, 2020.

NOTICE OF POTENTIAL SYSTEM LIMITATIONS (May 8, 2020)

Due to high storage balances and expected high receipts on the system, cuts may be necessary. This activity may have the potential to affect IT storage, EUT's, and secondary receipts/deliveries. This is effective Gas Day May 9, 2020 Timely Cycle and will continue until further notice. Actual capacity will vary depending upon pipeline operations, weather and market conditions.

FOR GAS SUPPLIERS THAT SERVICE EUT CUSTOMERS ONLY (April 9, 2020)
WAIVER OF APRIL 2020 EUT EXCESS STORAGE CHARGES FOR APRIL 2020 MONTH-END BALANCES ONLY.

DTE Gas is aware that due to the COVID-19 concerns, many customer facilities are closed, and customer personnel may not be available to provide gas suppliers and energy managers intra-month meter reads. For this reason, DTE Gas will waive the Load Balancing Storage Charges for April 2020. EUT customers remain responsible to balance gas supplies by month-end April 2020 to ensure customers do not take DTE Gas system supply (Unauthorized Gas Usage).

Reminder: Due to pipeline maintenance, the voluntary request for reduction in flowing supply remains in effect starting April 6, 2020. Volumes moving through the Willow segment north of the following receipt locations will be constrained: ANR-WILLOW RUN (MAP #9038), PEPL-MCON (MAP #9028) AND NEXUS-YPSILANTI (MAP #9219). Actual capacity will vary depending upon pipeline operations, weather and market conditions. This is a request for a voluntary decrease in gas supply through the Willow segment. If volumes nominated exceed system capability during this time, cuts may be made per Sections 3.2 of the DTE Gas Rate Book.

Voluntary Request for Reduction in Flowing Supply Update (March 27, 2020)
The scheduled outage below has been delayed and the new start date is April 6, 2020.

Due to the COVID-19 pandemic and the current Stay Home, Stay Safe executive order from Governor Whitmer, there could be work stoppage to this project which would prolong the estimated 10- week timeline. As more information becomes available regarding the timing, DTE will post updates as appropriate.

 
VOLUNTARY REQUEST FOR REDUCTION IN FLOWING SUPPLY STARTING 4/1/2020 (March 16, 2020)

Due to pipeline maintenance beginning April 1, 2020, volumes moving through the Willow segment north of the following receipt locations will be constrained: ANR-WILLOW RUN (MAP #9038), PEPL-MCON (MAP #9028) AND NEXUS-YPSILANTI (MAP #9219). Actual capacity will vary depending upon pipeline operations, weather, and market conditions. Maintenance is currently estimated to require 10 weeks, with normal operations expected to be restored June 10, 2020. This is a request for a voluntary decrease in gas supply through the Willow segment. If volumes nominated exceed system capability during this time, cuts will be made per Section 3.2 of the DTE Gas Rate Book.

Please Read – DTE Planned Maintenance For November 2015 (October 20, 2015)
NOVEMBER 1-15: DTE Gas will be performing compressor maintenance at the Willow Run Compressor Station which will limit takeaway capacity at the Panhandle Interconnect: PEPL/MCON Receipt (#9028) to approximately 150 MMCF/D.
  1. Nominations will only be accepted for suppliers:
    1. Who have firm primary receipts on DTE Gas at PEPL/MCON and
    2. Who serve residential load
    3. Nominations that exceed the takeaway capacity at the Panhandle Interconnect PEPL/MCON Receipt (#9028) will be cut on a pro-rata basis.
  2. DTE Gas will not accept any MichCon generic nominations or EUT supply nominations at PEPL/MCON for the entire length of the outage.
  3. DTE Gas will not accept any late or intraday nomination changes at PEPL/MCON throughout the duration of the outage (11/1-11/15).
  4. DTE Gas will provide additional updates as information becomes available.

Restriction to be lifted (November 13, 2019)
The interruptible storage withdrawals and balancing service withdrawals restriction will be lifted beginning gas day 14, timely cycle. Please contact your account manager if you have any questions.


Notice for Suppliers Serving EUT Customers Only (November 12, 2019)
Due to much colder temperatures month-to-date and continued much colder temperatures projected in the 15-day forecast, DTE gas will waive EUT customer's November injection season MDQ’s and reinstate the EUT customer's full contract MDQ's. Suppliers will be able to make timely cycle nominations at the EUT customer full contract MDQ starting on Wednesday, November 13, 2019, for gas flow on Thursday, November 14, 2019. If you have any questions, please contact the gas account manager assigned to the EUT account.
