Gas Cost Recovery Factor Update

In August 2016, the Gas Cost Recovery (GCR) rate changed from $0.344 per hundred cubic feet (Ccf) to $0.351 per Ccf. This change was implemented on a bills rendered basis beginning the first billing cycle in August 2016.
We evaluate the GCR factor every month to reflect the cost we expect to pay our suppliers. Once actual gas supply costs are booked, any cost adjustments over or under are made to the GCR factor — an ongoing "true-up" process resulting in no profit to us. By law, the GCR factor is passed on to customers without any profit or markup. Customers pay what we pay for natural gas. The Michigan Public Service Commission reviews and approves the price we charge for gas.

Voluntary Flowing Supply Notice Cancellation (January 16, 2018)

Notice Effective: Commencing January 2018, Gas Day 18.

The Voluntary Request for Flowing Supply Notice to the DTE Southern Receipt Point Area Issued 12/21/17 HAS BEEN CANCELLED.

EXCEPTION:  EUT CUSTOMER'S WITH CONTRACTUAL "SPECIAL OPERATING CONDITIONS" (E.G. SPECIAL CONTRACTS, BALANCING EVENTS, STANDBY SERVICE, SEASONAL SERVICE) AS DETERMINED BY DTE MUST CONTINUE TO COMPLY WITH ANY CUSTOMER SPECIFIC NOTICES BASED ON CUSTOMER'S CONTRACT AND SPECIAL OPERATING CONDITIONS.

SUBJECT: Voluntary Request for Flowing Supply Notice to the DTE Gas southern receipt point area.

Notice for EUT Customers:  The notice below was issued to all EUT suppliers on the DTE Gas system.  Please ensure good communication with your gas supplier.  We very much appreciate your assistance and support during this critical period.  DTE requests that EUT gas Customers proactively watch for updated operational notices via direct email or phone calls during this critical period.  If you have questions, please contact your DTE Gas Account Manager.

Notice issued to all EUT suppliers:
This Request for a voluntary increase in gas deliveries to the DTE Gas southern receipt point area, is a step prior to Curtailment or implementation of an Operational Flow Order (per Section C3.2 of the Rate Book).  DTE Gas System operating conditions are such that DTE Gas is requesting its End User Transportation customers to voluntarily deliver at least 79% of their MDQ effective for December 2017, Gas Day 25 through Gas Day 31, and voluntarily deliver at least 87% of their MDQ effective January 2018, Gas Day 1, and continues until further notice.  Failure to do so may result in an issuance of an Operational Flow Order (OFO) or Curtailment.  EUT customers who are willing to voluntarily bring in supply in excess of their Maximum Daily Quantity (MDQ) limits may contact Joe Murray, Transportation Specialist, at 313-235-5447 or Jennifer Marinelli, Sr Transportation Specialist, at 313-235-5053.  Joe Murray will effectuate the MDQ.  No additional notice or approval is required for the MDQ increases or minimum deliveries during this Voluntary Request for Flowing Supply Notice.

DTE requests that gas Suppliers proactively watch for updated operational notices on DTE’s eNominator system, Gas Nominations webpage, and direct email notices during this critical period.  If you have questions, please contact Joe Murray at 313-235-5447 or Jennifer Marinelli at 313-235-5053.

June 21, 2017: DTE Gas has completed transmission system upgrades which limited takeaway capacity at the Panhandle Interconnect: PEPL/MCON receipt (#9028).

Beginning the gas day of June 22, 2017, DTE WILL NOT be limiting capacity at the PEPL/MCON receipt (#9028). DTE will accept nominations at the PEPL/MCON receipt after the timely cycle.

At PEPL/MCON receipt (#9028), DTE will only be accepting gas from shippers that have Firm Transportation Contracts with the receipt point of PEPL/MCON (#9028) on DTE Gas. All other receipts including MichCon Generic shippers WILL be cut.

DTE Gas will not accept any late or intraday nomination changes at PEPL/MCON throughout the duration of the outage (April 25-TBD). Customers must meet the 2:00 pm (eastern standard time) deadline for nominations or they will not be considered for capacity on the associated gas day.

DTE Gas will provide additional updates as information becomes available.

DTE Gas Company Transmission System Upgrades for April 25, 2017 – May 26, 2017 Estimated (May 24, 2017)
April 25-May 31 (Estimated): DTE Gas will be performing transmission system upgrades which will limit takeaway capacity at the Panhandle Interconnect: PEPL/MCON receipt (#9028).

At PEPL/MCON receipt (#9028), DTE will only be accepting gas from shippers that have Firm Transportation Contracts with the receipt point of PEPL/MCON (#9028) on DTE Gas. All other receipts including MichCon Generic shippers WILL be cut.

Due to this possibility, DTE gas will not accept any late or intraday nomination changes at willow run receipt and PEPL/MCON throughout the duration of the outage (10/1-10/31). Customers must meet the 2:00 pm (eastern standard time) deadline for nominations or they will not be considered for capacity on the associated gas day. EUT Customers and EUT Suppliers - Changes to GIK RATE Effective December 1, 2016 (November 22, 2016)
DTE Gas Company filed General Rate Case No. U-17999 during December 2015. An Order from the Michigan Public Service Commission (MPSC) is expected by mid-December 2016 with new rates effective upon the mid-month issuance of the Order by the MPSC. As part of the U-17999 case filing, DTE Gas proposed and supported a reduction in the Gas-in-Kind (GIK) percentages charged for use and loss gas from 1.66% to 1.41% for End-Use Transportation rates ST, LT, and XLT, and a reduction in GIK from 1.116% to 1.00% for rate XXLT.

To avoid mid-month complications in assessing new GIK percentages, DTE Gas will implement the lower GIK percentages effective with gas transported to EUT customers during the entire month of December, 2016. DTE Gas will adjust the December 2016 GIK charges should the MPSC's Order include GIK percentage different than the above listed GIK percentages.

Midstream Customers - Changes to GIK RATE Effective December 1, 2016 (November 22, 2016)
DTE Gas (aka MichCon) filed a general rate case in December 2015. As part of that, we filed for a reduction to GIK to 1.00% for all Off-System Transportation (Firm and Interruptible) and Storage injections (withdrawals remains 0%). An Order from the MPSC is expected in mid-December.

To avoid mid-month changes, DTE Gas plans to implement the new GIK rate of 1.00% effective December 1, 2016. DTE Gas will adjust the December 2016 GIK charges should the MPSC's Order include GIK percentage different than the above listed GIK percentages. The new GIK rate will be in effect until the next general rate case proceeding.

DTE Gas Severe Gas Operations Plan (October 12, 2016)

SSL Certificate Updates (September 07, 2016)
Attention All DTE eNominator CAW and EBB Users

DTE Energy is updating all their public SSL certificates from SHA-1 to SHA-2 in support of the industry wide move to eliminate all SHA-1 certificates prior to 2017.

Our vendorconnect.dteenergy.com certificate is upgrading from SHA-1 to SHA-2 on September 12, 2016. This could impact our customers using the eNominator CAW 31 and EBB Gas Choice applications.

Citrix clients older than 4 years will not work with the new SHA-2 certificate. If your Citrix client is not up-to-date, you will need to update it or you will not be able to launch Enominator CAW or EBB.

MDQ/ACQ Annual Review (June 07, 2016)
If you do not serve end user transportation (EUT) customers, please disregard this note.

DTE Gas has completed the Annual Review process of our EUT Transportation Customers' MDQ and ACQ and has entered these changes into eNominator effective July 1, 2016. If there are any questions regarding the new MDQ/ACQs, please contact your marketing representative.

Also, the September, October and November 2016 Maximum Daily Quantity (MDQs) have been determined and are available in eNominator.

The new MDQs will not be posted! To obtain the MDQs and ACQs, please run the eNominator report titled 'EUT Location MDQ Summary (RPT_K61)'. This report can be found under Report Type 'CAW Contracts'. If you need assistance running this report, please contact Sheryl Maloney at 313.235.1037.

DTE Gas will only allow increases to the MDQ values if the customer provides documentation to their DTE Gas Account Manager that the customer's monthly usage is greater than the September, October or November MDQs or the December thru August MDQs.

Please note that per the DTE Gas tariff, monthly injections greater than 1.43% of a customer's ACQ will be subject to an Excess Storage Charge of $0.25 per MMBtu. The tariff also provides for DTE Gas to retain gas-in-kind (GIK) on volumes nominated to EUT accounts (in addition to any excess gas in a customer's storage account) as listed below:

  • For rate schedules ST, LT and XLT, GIK is 1.66% and excess gas in storage is any volume greater than 10% of ACQ.
  • For rate schedule XXLT, GIK is 1.116% and excess gas in storage is any volume greater than 5% of ACQ.

March 2016 Waiver of Monthly Withdrawal Limits (February 18, 2016)

During the month of March, monthly withdrawals from storage for end-use transportation (EUT) customers are limited to 3% of their contract ACQ (see Section E, Sheet E-18.00 of DTE Gas Company’s tariff). As a result of the ongoing mild temperatures and current storage operations, DTE Gas will waive the monthly withdrawal limit for all EUT customers for March 2016. EUT customers who exceed the 3% of ACQ monthly withdrawal limit during March will not be assessed an Unauthorized Gas Usage Charge, unless the EUT customer uses DTE Gas’s system supply (i.e., monthly consumption exceeds the sum of gas in storage and net deliveries to DTE Gas). If this occurs, then Unauthorized Gas Usage Charges will be assessed. All other terms and conditions of DTE Gas Company’s tariff and gas transportation agreements remain in effect.

Gas Day Posting Effective April 1, 2016 (February 17, 2016)
FERC Order No. 809 revised regulations relative to the standard nomination timeline for Interstate Gas Pipelines effective April 1, 2016. These changes will revise the Timely Nomination Deadline from the current 11:30 a.m. CCT to 1:00 p.m. CCT and the deadline for the last Intraday cycle from 6:00 p.m. CCT to 7:00 p.m. CCT.

Currently, the Timely Nomination Deadline on DTE Gas Co. is 1:00 p.m. CCT, there will be no change made to this deadline. To be consistent with the Interstate Gas Pipelines, the DTE Gas Co. Intraday Cycle Deadline will change from 6:00 p.m. CCT, to 7:00 p.m. CCT to match the revised Intraday 3 Deadline.

October 2015 - Dry Cash-Out Trading (November 10, 2015)
At 9:00am e.s.t. Wednesday morning, November 11th, eNominator will email your "pre trade" cash-out statement for October 2015 volumes available for trading. For more detail on dry cash-out positions, the ALR 94 report is available Tuesday, November 10th, under reporting CAW ALLOCATIONS. The dry cash-out trading window will open at 9:30am est on Wednesday, November 11th and Imbalances will be posted at that time. If trading occurs, eNominator will email you a trade confirmation. The trading window will remain open until 5pm est, Thursday, November 12th and you will receive the "post trade statement" at approximately 5:30pm est. Final dry cash-out invoices will continue to mailed out by Gas Accounting.
 

Please Read – DTE Planned Maintenance For November 2015 (October 20, 2015)
NOVEMBER 1-15: DTE Gas will be performing compressor maintenance at the Willow Run Compressor Station which will limit takeaway capacity at the Panhandle Interconnect: PEPL/MCON Receipt (#9028) to approximately 150 MMCF/D.
  1. Nominations will only be accepted for suppliers:
    1. Who have firm primary receipts on DTE Gas at PEPL/MCON and
    2. Who serve residential load
    3. Nominations that exceed the takeaway capacity at the Panhandle Interconnect PEPL/MCON Receipt (#9028) will be cut on a pro-rata basis.
  2. DTE Gas will not accept any MichCon generic nominations or EUT supply nominations at PEPL/MCON for the entire length of the outage.
  3. DTE Gas will not accept any late or intraday nomination changes at PEPL/MCON throughout the duration of the outage (11/1-11/15).
  4. DTE Gas will provide additional updates as information becomes available.

Preliminary EUT Consumption Report – April/May 2017 (June 1, 2017)

Meter Read data on the Preliminary EUT Consumption Report will be available for May’s consumption. Reports run on the 4th workday, should reflect the correct May consumption and meter reads for non-aggregate EUT meters. Due to system constraints, we are unable to provide the Meter Read data retroactively for April. This information will be located on the customer’s April bill. Please note that DTE Gas is currently experiencing issues with Aggregate Meters. The report is configured to pull in the most recent meter read data, which means any meter read taken after May 31 calendar day will be reflected on the report. This includes any early June billing cycles for aggregate meters. We will continue to provide updates around this issue.

DTE Energy Citrix Security Patch (May 15, 2017)
DTE Energy will be installing a security patch to our Citrix vendorconnect.dteenergy.com servers on Monday, May 22nd. This patch will require all eNominator CAW users to have Citrix Receiver client 14.4 (application version 4.4) or newer installed on their computer. If your Citrix client is older than Citrix Receiver 14.4, please download the latest version of Citrix Receiver from the Citrix website at www.citrix.com prior to May 22, 2017. Preliminary EUT Meter Consumption Report (October 12, 2017)
It has been determined that the current meter read date on the Enominator preliminary EUT meter consumption report is reflecting the scheduled meter read date and not the actual meter read date. We are in the process of fixing the report, but do not currently have an estimate as to when the report will be fixed. The actual meter read date is correctly reflected on the customer bill. We will provide updates around this issue as they become available.
